Who will be operating the final product? The company' operation department or the city's own contractor? Page 2 and 7 of the case study contradict each other.

Alton's directors inform you:

Page 7 was brought in from the previous project ("Fairgrove"). Page 2 has priority, being recent information. There is, in theory, an opening for Alton to bid for the operations contract also, although no details about that opportunity have yet been released. It's possible that the City authorities have a preferred contractor in mind, or they may have none. At present they have not indicated either way.
